Toffee seems to sound more powerful, and his magic is dangerous too i would assume. however, jiren is more versatile in all other accounts it seems.. Jiren is apparently in limit breaker form right now, so it's very in-character for him to blow up the planet once he figures out that just attacking hitler as a sort of "f-ck you" since hitler looks human.. Speed's equalised already, tho you should edit that in the op. idk much about meteora's abilities. if her soul manipulation can work vs jiren she'll probably take this..
Toppo is the leader of the pride troopers, a group from universe 11 tasked with the protection of the universe from all that is evil. among them, toppo is the second strongest, and is only surpassed by jiren. he also serves as the god of destruction candidate of universe 11, and when banishing.... Jiren was heavily supressed against goku before going ui (noted by whis while stating he surpassed the level of a god) when supreme kai said he was different from anyone they've ever faced. thus at full power, he would most likely dwarf zamasu in that regard..
